Development and validation of a delay assessment matrix for road and highway projects

The objective is to develop a delay assessment matrix for easy quantification of delay-causing factors on project duration. A mixed-method approach was used for data collection wherein information was gathered through literature review, questionnaire survey, interviews, and responses under the RTI act. The collected information was screened, verified, and analyzed using statistical tools. Factor analysis was employed to arrive at a final list of 20 factors grouped in a 3 × 3 matrix, having the probability of occurrence vs. impact on project duration as the axes. The model was tested on a recently completed highway project using the Monte Carlo simulation technique. The case simulation revealed the project duration to be 1237 days (50% probability) which was found to be in agreement with the actual project duration of 1236 days. The analytical contribution of the study is the development of the matrix by fixing up the range of probability of occurrence and the impact that these factors would have on project duration. The delay assessment matrix along with the methodology can be used as a practical tool by practitioners in their projects during the planning stages. The methodology can be adopted for ongoing and upcoming projects for successful delay prediction and quantification of delay impacts in the projects.
